Will Federal Hiring Freeze Worsen USCIS Processing Times

President Trump initiated a federal employee hiring freeze. See: https://www.documentcloud.org/documents/3404987-Trump2017hiringfreeze-Mem-Rel-3.html The freeze applies to all federal agencies (except military), regardless of their source of funding.
